The Expanded Learning Opportunities Program, or ELO-P, is a California state initiative that provides ongoing funding for students in TK—6 to access enrichment outside the regular school day. This includes before-school, afterschool, summer, and intersession programming.
Core Purpose
ELO-P expands access to engaging learning experiences that nurture the whole child. That includes academics, arts and music, STEM, physical activity, and social-emotional learning, all of which help students grow beyond the school day.

Students in TK–6.
DrumBus Alignment
DrumBus is a natural fit for ELO-P because our rhythm-centered group drumming programs are made for expanded learning settings. Through movement, music, and play, students build social, emotional, and cognitive skills that align with ELO-P’s focus on whole child development.
Our 4, 6, and 8 week student programs work especially well in afterschool and summer settings where schools want enrichment that is engaging, inclusive, and easy to implement on campus.
Requirements
ELO-P programs must offer enriching, student-centered, and culturally relevant experiences that complement, rather than duplicate, the regular school day. Programs are intended to expand access to learning beyond classroom instruction.
Distribution
ELO-P funds are distributed to Local Educational Agencies (LEAs), such as school districts and eligible charter schools, through California’s Principal Apportionment process. Funding is based on average daily attendance in TK–6 and unduplicated pupil percentage, with priority given to communities serving higher percentages of low-income students, English learners, and foster youth.
